What Is Foreign Medical Program

The Foreign Medical Program (FMP) is a VA benefit that reimburses eligible veterans for medical treatment they receive outside the United States for service-connected conditions. If you're rated by the VA and living abroad, this program allows you to receive care from civilian providers in your country of residence and get reimbursed by VA at approved rates.

Eligibility Requirements

To use FMP, you must meet several conditions. First, you need an established service connection for the condition you're treating, meaning VA has already determined your disability is connected to military service. Second, you must be a permanent resident of a foreign country or a U.S. citizen living abroad. Third, the treatment must be for a service-connected condition, not routine primary care.

You cannot use FMP if VA healthcare is available to you through a VA Medical Center or if you're eligible for care through your host country's national healthcare system. The VA generally expects you to exhaust local resources first.

How Reimbursement Works

FMP operates on a reimbursement basis, not as a direct provider network. Here's the process:
